I've been playing with Win10 preview today (btw its open at insider.windows.com) and I noticed that no matter what resolution, either my game capture window, or window capture window are active, my in game fps go down below 55fps (from 300fps).
monitor capture, my games stay at 300fps (which is normal for streaming)

EDIT: let me upload another log with 720@60 (fast preset) which is what I normally use:
https://gist.github.com/57a0a25f0be27cc8b506 x264 720p @ 60fps game capture
https://gist.github.com/a8040b5fa8e8186094e2 x264 720p @ 60fps monitor capture

This is all done with using preview so no chance of hard drive or ISP to complicate things.

I wish I mentioned this earlier, but I have the same problem and I had it since I started using OBS with Windows 10 Preview back in January. I got around the issue by avoiding using the "game capture" and using window capture/monitor capture with the game in borderless windowed mode instead of fullscreen.
I think there might be a problem with the game capture hook when using it in Windows 10.
