Figured this is something to do with Windows 10 technical preview. The OS is just a technical preview of course, but it might be worth fixing.
This is on 0.638b 64 bit (also happens on 32 bit), on a GTX 970. I upgraded my graphics card a while ago and I do remember it working fine on my old GTX 460. Game capture still works, though. It's just monitor capture that's giving a black screen.
