Bug Report Webcam Buffering not working

Using a Logitech c920, when I set the buffer to around 2000, it works perfecly.. for about 10 seconds. As time passes it seems like the buffer gets closer back to 0. After about 60 seconds it's back to having no delay. Is there any workaround for this? Can I force delay using another program somehow in the same way I can run audio thru Audition and add delay and feed the audio with a virtual audio cable?

I can confirm this is happening as well on a Logitech C525. Log files aren't really giving me anything to go off of, but here's a stream from last night: http://pastebin.com/Tfh2zu5m

If this was a buffer underrun, I'd expect it to show up in the logs, but I'm not seeing anything going on here. Any words of wisdom?
