By buying a new CPU.

Your current CPU is heavily underpowered. Since you apparently try to capture something on your Monitor (I assume a game?) + your Webcam which also eats CPU resources.

Ultrafast and downscaling even further + dropping the FPS even lower is your only possible resolve here.
