Bug Report Unable to modify any settings

When I change a setting, apply, and go somewhere else, the settings revert back to the way they were (or maybe they didn't change at all and it just looked like it did). Anyway the session log only shows this:

21:44:13: Failed loading CUDA dll

Btw, this is from a fresh installation of the program.
