Bug Report Streaming with 60Hz Monitor Problem!!

I POSTED THIS A WHILE AGO WITH NO RESPONSE, but I figured after weeks of tinkering, i think its the refresh rate of my monitor, I have a 60Hz and a 75Hz monitor, on both I still get this weird stutter lag/screen tear.

IF ANYONE HAS ANY SUGGESTION FOR FIXING THIS PROBLEM OTHER THAN GETTING A NEW MONITOR THEN PLEASE REPLY!!!

okay, where do I start? For a couple months now I've had this problem that when ever I stream CS:GO (on any settings low and high) it runs fine, looks great on twitch, everything's good, a nice solid 200 fps, but out of nowhere it spikes to 30 fps and stutters, causing me to usually die in game. I have searched forum after forum, video after video, i have tried everything you can possibly think of, this still happens. I have not ever had this problem before until a couple months ago. I can stream any other game and it wont do this, literally only CS:GO, but its not the game cause it runs fine when I'm not streaming, and also when recording. I'm pretty sure it's some sort of encoding problem, but I have tried tweaking it so much and still with the same results

I REALLY HOPE SOMEONE AT OBS CAN HELP ME WITH THIS :)
