Bug Report Stream Preview and Monitor Capture do not work together

OBS works fine as long as I don't use monitor capture. When I try to capture a monitor, OBS continues to work normally until there's motion on that monitor. As soon as there's motion on that monitor, my entire computer appears to be working extremely slowly with no buttons or programs responding to input quickly and each monitor only producing one frame every second or two until I can force close OBS with the task manager or get OBS to end the preview/recording.

The weird thing is, though, that the recording produced by OBS looks completely normal, you can't tell anything is wrong, even though each monitor was only producing one frame every one or two seconds, the recording looks totally normal.

Also, every time this happens, my desktop background breaks. Either half of it is there and half of it is black or it's gone entirely until it comes back at a seemingly random time once I've closed OBS.

I've tried everything, I've reinstalled OBS several times, I've restarted my computer several times, I've tried resetting all the options when I reinstall OBS, I've tried changing all of the settings and seeing if it makes a difference, but nothing helped at all.

I have a 970 connected to three devices (a 50" TV (via HDMI routed through an Onkyo 5.1 surround sound system), a 27" Monitor (via DVI) and a 24" TV(via DVI-HDMI cable)).

I've been using OBS for a long time and this problem has only shown itself within the past few months and this is the only time I've not been able to fix it.

I've attached a log file from when I did a very short recording using Monitor Capture and a Webcam Capture, but it doesn't seem to report any issues, which there most certainly was.
