Question / Help Stream Lag Setting Advice

Graphics Card: Amd Radeon HD 7850
Sound Card: AMD High Definition Audio Device
OS: Windows 7 Ultimate 64bit
Internet Connecton: (19mbps down 1.7mbps up using testmy.net)(21mbps down 2.18mbps up using speedtest.net)

I was able to stream 720p np up untill today now when I stream I get lag spikes via my stream. My viewers are telling me they are getting spikes, could someone please reccommend some decent settings for my system? I would like to get as high quality as possible but also have a smooth stream.

lower the audio to aac 96 and the bitrate to 1600, you might wanna try game capture instead of window capture since aero is disabled.

Hm, well you aren't really dropping any frames so I'm not sure what's going on. Maybe it's related to Twitch exploding yesterday.
