First i'd like to say i have this problem using both speakers or my headphones.

The volume i hear is deafening if i make it loud enough for stream to hear clearly. If i reduce the volume so it's barely not hurting my ears from how loud it is, it can't be heard in stream. No problem with mic.

I maxed out the OBS volume in Volume Mixer and in the broadcast option.

I have also tried messing around with the Audio Bitrate and nothing seems to help. I can either make it so i get deaf and people in stream can hear or where i'm not in pain but stream can't hear the game.

Thank you. I'll try that and hopefully it works.

But to make sure i got the right option. I don't see a Desktop Boost Multiple but i do see a Mic/Aux Boost set on 1. So i should change that one to 2?

you don't have to change that since you have no troubles with the mic.
use the latest test build 0.473b from download page to get access to desktop boost multiple.
