I have changed this, and i am still dropping 28% of frames. Can anybody please identify what is causing this? Would greatly appreciate it.

Dropped frames are caused by data not being able to be sent to the stream server fast enough. Lower your bitrate or change servers.

Sure, here it is.

DiffProbe release. January 2012. Build 1008.
Shaper Detection Module.

Connected to server 38.98.51.17.

Estimating capacity:
Upstream: 978 Kbps.
Downstream: 5882 Kbps.

The measurement will take upto 2.5 minutes. Please wait.

Checking for traffic shapers:

Upstream: No shaper detected.
Median received rate: 970 Kbps.

Downstream: Burst size: 103079095-333 KB;
Shaping rate: 5040 Kbps.

Well, your upload speed estimate is accurate, and you're not being throttled, so that's good.

The two best ways to fix this problem are either changing servers (even to one that is not as close sometimes helps) and lowering your bit rate. Make sure there isn't anything else running that is taking up your bandwidth, too (Skype video calls, Netflix, torrenting, etc.). Other than that, there's not much to do. It's simply a matter of making sure your connection to the server can handle the amount of data you are trying to upload at an acceptable rate.
