Question / Help Questions regarding my stream

Ive been broadcasting for some time with my low upload speed and last days ive been trying to improve my 360p broadcast (still better than nothing). I made a dummy acc on twitch to test different settings up (don't want to bother my subscribers, yes i have subscribers xD).

The question is, can i improve my stream a bit somehow or is this max that this lame connection can do:

Since you're using VBR, your bitrate can spike above your upload speed. If it does that then it will drop frames and lag your stream. If you don't see the bitrate spiking above your upload speed then your settings are fine otherwise use CBR. Also, try not to use the Frankfurt server since it has a lot of network problems itself. Use London or Amsterdam instead.

Naah im not dropping any frames, if i do i cancel and review my settings. Ok ill test Amsterdam out. Tested all the Twitch Servs with some program recommended on the forums, Frankfurt seemed to have the lowest ping for me(next being Amsterdam)
