Crashes in x264 are usually caused by hardware problems. Test your system: https://obsproject.com/forum/threads/how-to-test-your-cpu-memory-with-linx.5361/

I've ran all mem tests possible already and none of my sticks are faulty, i already tested my harddrive as well as my windows files for any corruptions/misconfigurations and nothing comes back. Ive checked my BIOS settings and everything is fine and Biocheck comes clean

I use Xpslit hours on end and have no issues with it, so it has to be some configuration in OBS settings or some file not working properly. I am still crashing OBS and System freeze only when running OBS the only thing that i would figure out is that by default my computer is overclocked at 4.5 but that is at its default setting my true overclock i can go up to 5 and push 5.1 before reaching an unstable point, so it could be a possibility i would need to go back down to 4.0

Some things i do notice :

When running OBS i stream and have nightbot running with Auto DJ and have google chrome up, when monitoring usage
I spike up to 61% total MEM usage, majority of it being WoW retail at 2gigs but i do notice OBS starting from 200mb and slowly climbing, after about an half hour or so its at 500+MB and then continues to spike up to 1g of usage. When i use xsplit its a stable 215mb usage no increase/spike. Both 1 hr test times

I run on a 64 bit system with backwards compatability and can usually run 32bit or 64 bit programs on Win 8.1, i was constantly blue screening when using the 32 bit version, and when i went to 64 it stopped blue screening.

You should probably investigate whatever is causing the blue screening, that doesn't sound right.

It doesn't blue screen just freezes up requiring a hard reset that's about it, the blue screen stopped when i went from 32bit to 64bit I really don't know what to test really,

Freezing, blue screens and crashing definitely point to hardware / driver issues more than OBS itself.
