Bug Report OBS Black Screen when Live (Nvidia 730M)

So I've done a lot of research into this issue but I can't seem to pin it down
I run the program under admin always so I doubt thats the issue.

When running OBS in Win8 compatability mode

• In preview stream everything works
• In live stream on Picarto I get a black screen w/ audio
• In my Video settings tab I have two Nvidia 730M cards listed (neither work/no difference) above a default microsoft one (doesnt work) and no sign of the Intel card

When running OBS in Win7 compatability mode

• In preview stream everything works (if in video I have the Nivida card selected not Intel)
• In live stream on Picarto I get black screen w/ audio
• In my Video settings tab I have my Intel card, my Nvidia 730M and the default microsoft one.

Now I doubt its my upload, bitrate etc cuz Ive gone down to very low and recommended high from the OBS settings wizard thing and no difference.

Yesterday I was able to get it to work on Picarto so I'm confused as to what's going on.
64bit and 32bit OBS offer no difference either.

I already have set my Nvidia card to be the global default for all programs in the Nvidia control panel so none of those solutions are helping me.
Perhaps its some issue w/ Picarto and not OBS?? I have no idea.

Nvidia driver is most current 347.25

I've installed XSplit and it works fine for streaming to Picarto so this is definitely an OBS issue, I'd rather not use XSplit for obvious reasons.
