NDI 6 lag in OBS, not in Studio Monitor

Hello, Having issues with NDI sources lagging or getting stuck in OBS 31.1.0. Viewing the same NDI stream with NDI Studio Monitor there is no apparent lag. The stream also displays the lag, so it is not just a problem of OBS preview

Setup:
Mac:
- Generating slides with Proclaim. Two NDI outputs:
- Slides: Complete slides, just a basic image
- Stream Out: Foreground only for lyrics overlay

Windows:
- Ryzen 7 9700X
- NVIDIA RTX 4060
- 32GB Ram
- OBS 31.1.0 (have tried many versions, problem persists
- NDI 6 - distroav 6.1.1 (and alsowith a previous version)


Problem: When changing slides in Proclaim there is often an extra slow transition, or the transition freezes, or the slide doesn't appear to change at all in OBS. Proclaim shows the slide change and we can see the slides change on the in-house projectors.

I have gone so far as to completely disable all Antivirus and Firewalls on the Windows stream PC. I have tried different NDI source configs:
- Always play / Stop when not displayed/ Pause when not displayed.
- Bandwidth: highest
- AV Sync: Network Timing and Source timing
- Enabling /disabling framesync
- Enable/disableing HW acceleration
- YUV range, color space
- Latency modes

I've tried tweaking all of theses and nothing helps. Sometimes it toggling HW acceleration will seek to get it unstuck, other times we just get a blank.

Oh, forgot to mention that the windows PC is also capturing a 4k video from a single camera via an Elgato Camlink 4LK. The Windows PC is responsible for sending the stream to Youtube. Encoding is 1440p AV1 on the RTX 4060

Issues with third party plugins (and/or apps) should be directed to the Discussion section on the plugin's page. This way the dev and other users can see it faster.
Some plugins have other places where to ask for support, like in its Github page, like for third party apps.
