My live stream gets blurry and pixelated, no matter what bitrate

I have been live streaming for the past couple of weeks on Twitch, YouTube, and TikTok. The TikTok live stream is high quality and does not have any issues with blurryness or becoming pixelated. On the other hand, the Twitch and YouTube live streams start to become very pixelated when moving around in-game. My webcam also becomes pixelated and blurry. I have also attached a picture of my settings and my log files if that is any help.

The max bitrate Twitch allows is 6000kbps for everyone and 8000kbps for partners. Don't go over this.
Like any streaming service, they re-encode what you stream so it may degrade more based on their user base settings for this.
Streamelements plugin is known to break OBS. You should completely remove it or ask them for support on the issues you may present. In the analyzer you can see an unrecognized encoder and is due to this.

You want to enable windows game mode as it do help.
