Question / Help I have nothing else to do (Extreme OBS problems)

Hi. I am having ridiculous problems with OBS and OBS Studio which I could use immediate help on.
I've just had a new PC this christmas, which consists of:
i7 6800k @ 4.2GHz
Corsair H100i Liquid Cooler
GTX 1080
32GB DDR4 @ 3000MHz
ASUS X99-A II
4TB HDD @ 6Gb/s
Samsung NVMe M.2 SSD

And my network is:
36 Megabits Download
10 Megabits Upload

And these are my stream settings:
NVENC H.264/x264 encoder (both have the same issue)
CBR
6000
Keyframe Interval: 0
Preset: Default
Profile: main
Level: autio
Use Two-Pass Encoding (Ticked)
GPU: 0
B-frames: 2

Video:
Base (Canvas) Resolution: 2560x1440
Output (Scaled) Resolution: 1920x1080
Downscale Filter: Lanczos 32 samples
FPS: 60

Basically, I am getting extreme dropped frames in both OBS and OBS studio, as well as OBS (not in-game) frame drops in games like GTA.

The bitrate also goes red and drops sometimes, which cannot be due to my network because it's no where near my limit.

I have tried everything that's worth it. Reinstalling, various settings, etc. I even tried 3500 bitrate and the same problem occured.

Please, could someone help me! I paid over £2,200 for this computer and it's acting like this!

We don't really support classic anymore. Can you grab a clean log from OBS Studio?

To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

I genuinley thought it was fixed. Then all of a sudden, when I tabbed out and back in from getting my stream up, bitrate DROPPED to <4000 and dropped frames started.
