Question / Help Help with steam

Hello guys and girls, i am new to obs and i just wanted ideas on the setting that would be best for me to stream call of duty black ops 2.
My specs are
i5 2450M @2.5Ghz (dual core with hyper threading)
6GB Ram
600GB HDD

MY net specs are:
60Mb/s download
3mb/s upload

I am using a HD PVR to record using a screen capture downsized to fix the capturing programs window.

I want to stream at 720p and at 30ish FPS.
 
We're going to need a recent log (Settings > Open Log Folder) to be able to help with the quality issue. However, I have to ask: what kind of quality are you expecting? Since we're dealing with live content, there is only so much you can do. No such thing as a two-pass video encode :) I thought the video looked alright.

Well, the quality isn't in-game quality, obviously. But, it's actually not that bad. What you have to remember though is that however much you try and improve the streaming quality on your end by pumping out whatever quality you can from OBS, CoD, etc, etc, etc... there is a limit to the quality that Twitch will actually pass on to your viewers.

So, don't ever expect your stream to look just as good as the game does while you're playing it. It won't.
