Question / Help Help? Mouse scrolls slow while streaming

Specs:
Radeon HD 6800
AMD phenom II x4 925
8gb ram
Windows 7 64bit
1tb HDD
Download/Upload is 17mb / 1.1mb
28" monitor 1920x1200
The game is Age of Empires 2:The Conquerors (not a very high intensive game as far as graphics go)

So basically i have everything working fine with my stream as far as quality, no dropped frames, etc but for some reason when i stream my mouse scrolls so slow even on full speed in game(which normally makes the screen jump around)and makes it hard to play at optimum ability while streaming. I have tried playing with many settings as far as quality/reso/Cbr etc. but no matter what i do i get the same problem. Is there something im overlooking to fix this as im hoping theres some simple fix. Ive tried software and window capture while playing as game capture doenst seem to work with this game, i just get a black screen?

Im streaming AOE2 with monitor capture. Run AOE2 window mode. ;)

Though on Voobly you can force desktop resolution to play fullscreen because windowed mode is quite smaller reso then my desktop would like to avoid that if possible.
