I searched to the best of my limited abilities and was unable to find anyone else experiencing this issue. I deeply apologize if this issue has already been addressed in the past.
I have been using OBS since I started streaming, and I love it to no end. However, I have been forced to use Amarec because of some problems with OBS in getting my capture devices to work properly. I appreciate that a lot of people swear by Amarec, but it just doesn't do a good job with my video card.
I have this weird problem when I don't use Amarec Live and try to use my capture device directly with OBS. For a while, OBS would recognize my GV-USB2 (a device very similar to a Dazzle), it looked so much better than using amarec and I was so happy. Then the next time I started up OBS, there was a blank screen where the video should be. Sometimes there is audio still present from the device, but sometimes even that does not come through.
However, I noticed that it was happening primarily when my webcam was also present, and by clicking off the webcam before starting a preview or a stream, the feed would go through again nicely. I thought I had solved the problem.
Then I did some local recording tests and went through frame by frame to make sure I wasn't getting any drops. Sure enough, OBS was recording my device in ~30fps, and I couldn't get 60fps to work without major shaking, aliasing issues and dot crawl. So, I decided I would compromise with a 30fps stream, so I went to change my broadcast settings to 30fps instead. To my dismay, it stopped recognizing the GV-USB2 all together. No red screen like when I try to use my HD-PVR2... But, just a blank screen where the GV-USB2 capture should be. I can even still resize and move the window as if OBS was recognizing it with no problem. However, nothing but a blank screen.
I swapped my broadcast settings back to 60fps, and once again, it recognized the GV-USB2 (if the webcam was left inactive until the start of the stream/preview/local recording). So, I did even more trouble shooting, and realized that the device was set to default at 59.94 fps instead of the 29.97 fps (interlaced) it should have been set to in the first place. I manually changed that, and tried all of the deinterlacing methods one by one until finally the Yadif2x (Top Field First) setting worked beautifully yielding a dropless 60fps stream.
I seemed to have been able to troubleshoot this myself for the time being, but I would be interested in hearing from someone with more expertise regarding issues like these. It seems like a bug in OBS to me. One time when I was playing with the capture device, it straight up crashed OBS and Task Manager wouldn't even let me force close it. I kept trying to force close for 15 minutes, and the only way out of it was to reboot. That has only happened twice though, and I sadly do not know where or how to grab a crash report for that.
I had the same issue whether I used OBS 32bit as administrator or OBS 64bit as administrator. I am on Windows 7 Ultimate (Japanese edition). I have an Nvidia 550Ti video card and a 3.3ghz i5-2500k processor. The webcam I use is a Logicool C615 (same as Logitech C615 in the English speaking world). I am also forced to use the Webcam and the capture device on the same USB splitter + extension cable to a USB 3.0 port (as my streaming computer is in a different room from my retro gaming setup). Though, I have no issues at all until I try to use my capture device directly with OBS (with Amarec Live it is fine, but as I mentioned, the quality is unacceptable).
