Why: recording VR screen for videos

my old PC had a1080ti gpu and a 6800 cpu 3.5 or 3.6 ghz I can’t remember. I kept the game on medium settings but wasn’t happy with it however it recorded decently. Using the GPU in obs.
Newer pc has a 2080ti and a amd 3950 overclocked to 4.2 - 4.3 on all cores. I have the settings in game turned up a “little more” (still feels low for the gpu being a 2080ti) still not max but I do notice gpu seems to run at 100% I recorded as normal the other day and the recording, upon review, after was pretty much unwatchable or at least not good enough at a min standard. First few sec frame rate was good and then it was super choppy for the rest of the hour and a half video (thought it was premier pro at first).
would it make sense to use the cpu for the encoding. I believe the game only uses cpu when you add a high amount of AI drivers or maybe even do a full race lobby online.
