I have had some issues with filling the entire stream when I am in window capture. I livestream to twitch.tv and when not in full screen there are two black vertical regions, one on the left and one on the right. I have tried many ways to get rid of them, but it still does not seem to work please help.

Sounds like you're streaming at a non-16:9 resolution. If you don't stream at 16:9 on Twitch, the Twitch player will have black bars on the sides if the stream is not fullscreen. That is normal behavior.

If you want to fill the box, you can set your base resolution in OBS manually to a 16:9 resolution, and then move around and resize your sources to fill up the empty space with things like the Twitch chat or a webcam or pictures.

I did 16:9 ratio and in the obs it didn't show up with no black bars so it still had them, So I did some math and found how to fill the obs, but it still doesn't fill it on Twitch
