Question / Help Encoding overload on high-end PC

Hello, hope you are all having a nice day.
I've been having a problem for several months already, it's driving me nuts so I finally decided to share it here, since I have tried everything, I have read many posts and nothing has worked.

So, I record with OBS, and currently I'm recording The Witcher 3 for my channel, and I have tried changing the settings from all ultra to all low several times to see if the encoding overload message still appeared and it still does. I have to say I saved for a couple of years to purchase a great pc, I'm talking GeForce RTX 2080 Ti, an i9-9900K CPU, and other pretty good things, it's an expensive PC, and I'm not an expert on the matter, but I'm pretty sure the encoding overload issue is not associated with a lack of performance from the PC, so I would love to hear advice to see if I can fix this.
I use the log tool on OBS too, to see how many skipped frames are lost on each recording, I'll paste the log to see if it can help too. I will provide any further information needed to diagnose what the problem is, sorry to bother anyone.

I have to admit I am starting to wonder if there are problems with Nvidia's 20xx cards. I've seen more than one thread with people seemingly trying to do absolutely vanilla 1080p60 recordings or streams, even on simple output mode, and getting encoding lag which I pretty much never see on a 1660 with near identical settings.

I wish I could say I see something in your log that indicates something you can or should change, but I don't. Hopefully someone else can see something I've missed.
