Bug Report Audio to video Sync issues

About two or three weeks ago, I began experiencing audio sync issues. The appearance seemed to coincide with one of the OBS updates. It began as an intermittent delay of the audio by 800 ms relative to the video. Initially the condition could be corrected by stopping and restarting the stream. Later, it became a permanent problem, and had to be corrected by adjusting the global audio time offset. Finally (two days ago or so) the offset changed to 175ms, and then yesterday changed to about 6 seconds or so. I believe that I've got it working again, by increasing my scene buffering time to 10,000 ms, but we'll have to see how long that fix lasts for. I should mention that clicking 'Force desktop audio to use video timestamps as a base for audio time' and 'Use Mic QPC timestamps' did not resolve the problem at any point in time, and the problem exists regardless of which audio source I use. Also, it is worth mentioning that the desktop and mic audio are always perfectly in sync with each other, it's just the overall audio and the video which get out of sync.

Additionally, at the same time that the sync problem appeared, I began getting error messages from my Twitch dashboard saying that my audio configuration was incompatible, and that I needed to use AAC, even though I was using AAC. The encoding method listed was something like "Sound_blah_aac" or something. Can't reproduce at the moment to get the correct error message, but will update this thread next time I see it.

For clarification, is this the sync of everything, or the sync of just for example webcam?

Also another person reported that AAC thing, I'm not entirely sure what's going on but definitely shouldn't be happening.
