Apex fps dropping to 60 when streaming

For some reason my in-game fps are dropping and getting capped at 60 when I am streaming. It stays way over 200 and suddenly drops to 60 and gets capped. Idk if it's some issue with obs settings, My gpu settings or in game settings but when I am playing the game off stream, it's working perfectly fine, way over 200+ fps constantly.

Recent observations : Apparently my fps are getting back to normal once I minimize the obs or disable preview. Any fix for this?

Adjust your graphic settings until your game runs consistently at 125% or better of your target frame rate. Then cap your game at your target frame rate.

here's the log file as per the instructions. I am having way over my desired fps with preview disabled but as soon as i enable preview in obs, it keeps reducing my fps to 60.

1. Run OBS as Admin.
2. Display and Game Capture Sources interfere with each other. NEVER put them in the same scene (Intermission and Game).

I tried running obs as admin and also removed Display and game capture in same scene, but it's still causing fps stuck at 60 in game when my preview is enabled in obs.

Probably the contents of your scene collection then, I'd imagine a blank one has no problems?

So I tried it, created a new collection and only added game capture and game audio and still had the issue with just those 2 sources. Even tried that new collection in safe mode but still had this same issue.
A few observations I had though:
1. This frame drop issue is only happening in apex legends, no other game is causing this issue.
2. I did a sort of experiment where I launched my obs in safe mode first, then launched my game, had the same frame drop issue but then keeping my game running, I restarted my obs in normal mode. As my game was running on my main monitor, obs launched on my side monitor, no fps drop even though preview was on but as soon as i minimized my game and opened it again, i started having fps drop again.
