Bug Report 32 Bit OBS and Elgato Capture card (Familiar topic I'm sure)

I tried all the solutions listed in previous threads and nothing is helping, I uninstalled OBS and the Elgato capture software, reinstalled all of it, made a fresh profile still no luck.

edit: attached the dump file as well.
